All employees of the District including contractors and individuals paid or unpaid who accept responsibility for a child are mandated reporters.
Mandated reporters are required by law to report in good faith any suspected child abuse under any and all circumstances. It is our stance that it is always better to over-report. Individuals filing a report in good faith are immune from any civil or criminal liability.
A mandated reporter who fails to report is liable and can be charged with an offense ranging from a misdemeanor of the second degree to a felony of the third degree.
- A report may be filed electronically through the PA Child Welfare Portal: https://www.compass.state.pa.us/CWIS/Public/Home
- If you already have an account (hint: the same login information employees use to log into MyPDESuite or non-employees to apply for a Child Abuse Clearance), click on “Individual Login.”
- At the next screen, click on “Access my Referrals.”
- Scroll down to the bottom of the page and click “Continue.”
- Log in with your Keystone (employee MyPDESuite login information or non-employee login used to apply for Child Abuse clearance).
- Click on “Create Abuse Referral” to enter and submit your report.
- If you choose to make an oral report by calling Childline at 1-800-932-0813, you must also complete the CY 47 Form and submit it to the county children and youth agency with 48 hours after making the report.
- You are required to immediately notify one of the following administrators that a report was filed.
- Superintendent
- Assistant Superintendent
- Human Resources Manager
- Student Services Director
If the reported, suspected perpetrator is a PA-certified educator, a Mandatory Report Form must be submitted to the PA Department of Education. Contact the Human Resources Manager for further instructions.
